Andrea Hurtado Quiñones.

Doctoral Candidate in Gender Studies, University of Buenos Aires. Master’s in Social and Political Anthropology from FLACSO–Buenos Aires, Sociologist. Professional with more than 15 years of specialized experience in the design, management, and institutionalization of gender equality and diversity policies in higher education. She has a consolidated track record in the strategic leadership of gender units, coordination of multidisciplinary teams, and implementation of mainstreaming plans across national university networks. Currently, she teaches at the Postgraduate Programs Directorate of the Faculty of Medical Sciences at USACH and coordinates a gender mainstreaming project in the 18 State Universities (2025–2027).

Sofía Schuster Ubilla.

Doctoral Candidate in Gender Studies, University of Buenos Aires. Master’s in International Studies; Public Administrator and Bachelor in Political and Governmental Sciences from the University of Chile, with extensive experience working with public sector leadership and teams. She has more than 15 years of experience in advisory roles, consultancies, and public relevance studies. Hallmarks of her work include the methodological design of training and participatory processes with a focus on rights, gender, territoriality, and interculturality. Currently, she develops her teaching career at the Faculty of Government of the University of Chile.

Carolina Guerrero Valencia.

PhD in Political Science, University of Hamburg, Germany. Public Administrator, University of Chile, Chile. Currently a lecturer at the Faculty of Government, University of Chile. Her areas of work include the State, public policies, communication, leadership, citizen participation, gender, among others.

Support Team

Carla Gaete Verdugo.

Actress, Bachelor in Performing Arts, Theater and Voice Teacher, University ARCIS. International specialization at Roy Hart, France, and certified Vocal Coach. In addition to a recognized acting career in various theater companies, she teaches at the university level in Santiago and other regions. Her areas of work include effective communication, public speaking, communication skills, teamwork, and effective presentations.

Oscar Vergara.

Lawyer. Master’s in Public and Regulatory Law with a specialization in Public Law. Extensive experience in Administrative Law, both in professional practice within public administration and as a lecturer in various institutions. He has significant experience in training and delivering seminars for teams in diverse legal areas.

Catalina Osorio Cerón.

Actress, University of Chile. Master’s in Art, Thought, and Latin American Culture, with specialization in vocal and acting training at Centre Artistique Roy Hart, France. Her areas of expertise include effective communication, public speaking, communication skills, teamwork, and effective presentations. Currently, she teaches at the Catholic University of Valparaíso, UNIACC, among others.

Josephine Schulin-Zeuthen Figueroa.

Psychologist. Master’s in Art Therapy. With more than 10 years of experience in the public health sector, specialized in mindfulness. She works at Sótero del Río Hospital and also has a private practice. With experience in training and facilitation, her areas of expertise include self-care, emotional management, stress management and mindfulness, effective communication, among others.

Teaching Team

Tomás Marín Troncoso

Sociologist and Master’s in Public Management. Specialist in Public Policy and Social Security, with more than seven years of experience in the State. He has actively participated in the design and implementation of the 2025 Pension Reform and citizen participation strategies, combining expertise in management, qualitative research, and teaching across public, private, and civil society sectors.

Alison Morales.

Health professional, Occupational Therapist, and Master’s in Public Policy and Territorial Management. With more than sixteen years of experience in the public sector, she has developed her career in the management and execution of social projects, as well as in advisory roles at macro/meso/micro levels and in international organizations. Her expertise includes aging, social inclusion of people with disabilities, human rights, intersectorality, gender, migration, Indigenous peoples, health systems, and primary health care.

Pamela Barra Guerrero.

Environmental professional, Chemist, and Master’s in Environment. With more than 20 years of experience in environmental assessment and project management in both public and private sectors. She has complementary training in environmental evaluation, climate risk management, and geographic information systems (GIS).

Daniela Alburquerque González

Occupational Therapist, Master’s in Occupational Therapy. With 28 years of professional experience. Associate Professor at the Public Health Center of the University of Santiago de Chile (USACH). She has advised state agencies on public policies regarding disability and inclusion, and is co-founder of the Movement Disorders Center (CETRAM). Doula and end-of-life companion, co-founder of the Chilean Death Network.

Valentina Cariaga Cerda.

Public Administrator and Master’s in Political Science. Doctoral Candidate in Social Sciences, Universidad Diego Portales. She has experience in university teaching and research, as well as professional work in consultancies and projects related to public policies, especially in climate change and sustainability. Her work focuses on climate governance and building state capacities at the subnational level
